$5,000 of the $7,000 is labor, and would pay his rent for his family of 5 for almost 3 months.

it feels like a good opportunity to help two families.

5/ You do not have to be a scholar of the USA to do this. It's more legible to a typical editor if you are, but it just places slightly more weight on slightly different parts of the pitch to overcome this. YOU CAN DO IT!

3/ Local content is always a good idea, and you can either use the national to explicate the local, or the local as anecdote for the national, or whatever. Lots of possibilities. The more specific to your expertise and what it tells us, the better the pitch.

2/ Outlets will be looking for America 250 content in a variety of spaces and ways, and you might pitch any number of places right now, but local news probably late May/early June is the earliest. The key is to come with an argument, an essay, not just your (amazing!) expertise.
