It's a mix of RNG and playing the hand dealt! Certain units like to be next to one another, some buff columns, other buff neighbors. On top of that, you have to decide who needs the buff more this turn - your level 3 rogue to finish the enemy, or healer to keep you alive? There's a ton of depth!
