Not knowing much about Scientific Reports, I thought of it at least as a reputable subjournal. Its shocking to see what they publish and shocking that Nature and its subjournals engage in such funneling.
I received a desk rejection from Nature Human Behavior with the following suggestion:
"Although we cannot offer to publish your manuscript, we believe the Editorial Board at Scientific Reports will find it interesting and recommend you transfer there[...]"

That's an interesting interpretation of the "investment promises". Will be interesting what happens if he actually demands the payment of the "signing bonus".
Certainly, the "trade deals" are not done and I guess they will continue to dominate the debate for quite some time going forward...
So Trump is saying that the investment promises within the trade "deals" are "like a signing bonus in baseball", and that its "our money to invest as we like". (starting around 2:45).
Specifically mentions 550b from Japan and 650b from the EU that are his to spend.
