We are in Ottawa too, in a condo townhouse. Still have gas hot water and we're not allowed mini-splits so our heat pump is only good to ~ -10. I envy your gas bill! Good job! We do charge an EV here at home though, so objectively have reduced our CO2 footprint by probably 80% maybe more. Bit by bit!
I'm in a similar situation but have been submitting my own monthly meter readings for 4 years now so that I can have an accurate idea of how much gas we are actually using, not their guestimates which lead to wildly fluctuating bills.

Here they're not allowed to disconnect you during the coldest months. I don't know if that means if you're disconnected the power just comes on again Nov 15? I have never tested that model but I also have never heard of anyone going off grid this way. It's an interesting approach.
That's fascinating and I never thought of doing it that way. Is that not more like a bureaucratic oversight, a billing gap, that will likely eventually be 'caught'? And has he installed his own source of power?
It's like don't invite the vampire into your house. Literally the only way to "go off-grid" is to start from scratch, find a never before connected piece of land, and just don't hook-up. Surprised it's still legal.
Canadian here. We did a new owner-build and made the deliberate decision not to connect to the grid because it's true, once your building is connected, you can't disconnect and the bills keep coming. And esp in rural areas, initial hook-up and ongoing delivery charges are often very expensive.

This analysis explains the quagmire the US has gotten into and the increasingly dire consequences that will play out globally if this is not ended asap. Combined with increasingly frequent global shocks, ie climate disasters (incoming Super El Niño anyone?) and we are well and truly in trouble.
