Op is right. Traditionally, the odds ladder went 10/1, 11/1, 12/1, 14/1, 16/1, 20/1, 22/1, 25/1 etc. It doesn't work like that now, but it used to.
As someone who's worked in betting since the early nineties, 18/1 rubs me up the wrong way too.
