TC-flower doesn't have such a mode, and even if there is, we'd use eBPF for sw because what we want is fast flow installation (by just map update).
The key technique is that we complement the weakness of tc offload (slow flow installation) with eBPF, rather than using eBPF just as backup when tc offload is unavailable.
In other words, XO works without tc offload but not without eBPF (for horrible performance). Anyways it's your call!

Prism (NSDI'21) was great to bypass L7 proxy with TCP connection migration, but hard to deploy as it needs a programmable switch. XO (NSDI'26) removes this barrier and is applicable to real apps, nginx and Ceph!
