Due to CPS using its $2.8B in COVID ESSER funds to make historic investments in instructional staffing...
...CPS students' scores in reading and math outpaced other large, urban school district peers
It's as if funding instructional positions and resourcing schools pays off in academic outcomes
Now, let's look at how this spending relates to educational outcomes, using the last 4 years as a case study
CPS recieved $2.8B USD in COVID ESSER funds and hired roughly 7,000 additional staff members focused on instruction in classrooms.
What happened?

Chicago has a GDP of ~$832B USD (4th overall)
Chicago spends $30k USD/student (3rd overall) coming in behind NYC and D.C., but ahead of LA
i.e. municipal-level investment is roughly on par with economic production

IL created the Evidence-based Funding (EBF) formula
EBF says IL should provide CPS $9B USD to adequately fund the district
Illinois provides $8B USD, which means the district is operating at a $1B deficit

Illinois has a GDP per capita of $77,000 USD (~13th overall)
The state spends an average of $15,746 USD per pupil
This gives IL a Cost per Pupil (CPP) to GDP per capita ratio of 0.024 (13th overall)
i.e. state-level investment is on par with economic production
