28 Days and 28 Years are, in my opinion, some of the best zombie movies out there. That said, in my heart of hearts Savageland is my personal favorite, even if it lacks in some areas. The imagery it provides mirrors less a zombie apocalypse and more a nightmare of a zombie apocalypse.

You can do it the other way around, it can be interesting but it’s a lot of legwork. I also think some people just like making up detailed places and things and that’s a worthy form of art, but it’s often seen as embarrassing on its own so people try say “I’m writing a story in it.” To save face.

I think fundamentally it’s sort of a “putting a cart before the horse” situation for many, where they think first about the numbers and hard facts and then about the story when really they should be thinking “what preconditions are necessary for this story to happen and make sense.”
