This kind of art is always oddly satisfying for me.

Used Adobe Premiere Pro to adjust each different layer.

For the waterfalls in the back, I used a turbulent displace.
For the starfield, a simple strobe effect to simulate flickering.
I hand-animated the bubbles and eye-blinks in Procreate.
