Citizens who live abroad can only vote in Federal elections and federal referendums. They cannot vote in provincial or municipal elections unless they own property in the province or municipality.

This is not correct. www.elections.ca/content.aspx... You don't have to have ever lived in Canada to vote in Federal elections.
