Really going out on a limb but maybe this is another indication of an escalation by the US in Iran? I've noticed a few signs: US now has 3 carrier strike groups there (very unusual and the highest number since the first Iran strikes), Iran said they believe Trump is stalling and will escalate, etc
I think you may be asking for analysis and not a literal definition. I'm no expert* but I believe this indicates an unusually large amount of active coordination and communication among strategic US military assets. Think: long range heavy bombers, aircraft carriers, destroyers and submarines.

That being said, the USA is effectively not in NATO when Trump is POTUS because there is very little chance he would agree to help a member if they were attacked
