Also economic security is something you judge relatively, for example to your community or your parents or your colleagues at work. Reform voters would prefer an out group to look down on and if that can't be economically then it must be done socially (racism, culture wars etc)

I'm not sure there is a conflict between these two goals, one is national HE policy and the other is local transport policy. One is short/medium term the other is extremely long term (see previous Leeds transport projects). An MP hoping the Leeds tram breaking ground saves them is in big trouble

Could you elaborate on this? A GPU chip should (if operated correctly) last maybe 10 years? They should still be totally usable for current level inference tasks. Also the buildout of fab capacity will I think lead to cheaper parts when the bubble pops

I don't think this is clearly true - we get what central government decides because local government is rarely enabled to propose and construct the projects it would in other less centralised nations
