Pretty amazing to be in the room as Bicycle Advisory Committee is crafting a resolution right before our eyes. I've never seen them do this before. They usually just write letters. The resolution will be handed to Councilors Green & Koyama Lane for edits & then to City Council soon.

I do delivery in Portland OR with a similar sized cargo trike. We never block bike lanes. We have agreement with the city to park on sidewalks closer to delivery; we always leave enough room for pedestrians and mobility vehicles. I see too many ride-share drivers & DoorDash drivers blocking lanes.
It has pedals you can see in the picture (note the knee positions of the riders knees are different), and the e-assist doesn’t kick in unless the rider is pedaling. And because of the low top speed, it classifies as a Class 1 e-bike
