The smaller vehicle of the two is Viking. Which could be launch at sea or land. It was not of a size that could lift a satellite into orbit.

Nick, I printed these for my father when I was at Goddard Space Flight Center. These are of the Vanguard satellite launch vehicle, which was built by the Glenn L. Martin Company in the 1950s. He worked on this project while at Martin. It was a civilian project, rather than a converted ICBM or IRBM.
As a kid who ventured into the surf of New Jersey in 1975 I can recall the peaceful garbage barges that dumped NYC trash into the coastal waterways. Rainbow colored slicks and floating rubbish glimmered in the sunlight; so peaceful. 🌈🚮

I saw a late night parade of Bobcats in my neighborhood as they finally freed up some streets and locked in vehicles. Out on Northern Parkway by Sinai they had front end loaders spilling ice into dump trucks. With no melt, the city is trying to get this stuff out.
We are close to undetectable, when it's done with care and no sloppiness. Everything goes sideways when it gets polished to the point of undetectable. My work at MAP points to the edge of undetectable. I see 0 movement in the United States to regulate it at the Federal level.
