The rich, like the poor, depend on networks. That makes them local. It's the middle class, whose main sustenance comes from formal work, that doesn't and is thus mobile, atomized, and nuclear. Even people who do migrate mostly do so because there's an established migrant network around them.

Yeah, ready access includes not being under threat - and you have to sail quite a bit away from Vladivostok to reach warm water. Threat wasn't a constant, but once they developed the terrestrial reentry inertia takes over. (Especially now that Russia is sort of an inheritor civ.)
