Is it only TNG that has this issue with changing uniform colours to fit the actors? I can't think of any equivalents for DS9/VOY.

It's kinda funny that it's essentially Chekov's job in TMP, but that kinda gets forgotten as he's not a regular Enterprise officer again until ST V.
Although thinking about it, Data was barely doing his job either. He was almost always doing Spock's science officer job.
The TNG bible clearly had thoughts as to what funky new 24th century roles people should have, and then almost immediately abandoned them.
They'd already compressed two jobs in TOS down to one for the Conn, and yeah, when you're piloting a big slow moving boat you don't have much to do.
(Dax seemed to be Defiant pilot just because someone needed to be. Paris was the only "natural pilot" in Berman Trek)

Even by Peak Performance they have improved massively. They've updated the uniforms for one. But it's the appearance after that (The Price) that finally has them fully as forerunners to the DS9 versions.

It has a bit of a TOS vibe. And not in a good way. Extemely rare resource only found on a single planet run by dicks who don't seem to be warp capable but the Prime Directive doesn't count this time for reasons.
I've not seen it, partly because I've not seen season 2 and the idea of skipping a season goes against the very core of my being, but also season 2 is supposed to be awful.

Anyway, for what it's worth, both figures are absolutely great. Armada Prime is a way better Commander class figure than almost any of the others (save maybe Sky Lynx), and Omega Prime is also great fun to actually handle and is rock solid. And I'm looking forward to his new trousers.
OTOH, Hastak has a real thing at the moment for Ultra Magnus car carriers being big enough to actually carry deluxe class cars, so maybe they couldn't be smaller?
(And who am I to stop them when they're actually doing a play pattern thing rather than a "look like an 80s cartoon" thing)
So I'd say they could have been done as two commander classes, but they'd be smaller and you wouldn't have got Blue Bolts. Plus obviously you'd have to remove another two Commander classes from the schedule.
