I think perhaps "critically" in the conservative sense does not mean carefully and logically. It's more along the lines of how "gender critical" people want to eliminate transgender people. In that context, "critically" signals a dogwhistle for, "look at the research in order to eliminate it".

I agree. I don't think there's hostile intent toward Canada in that particular way.
