I think there's a pretty broad gray area of sci fi and fantasy where you're just using different metaphors for the same kinds of exploration. Maybe science fantasy is a good term for it, but I'd say utilizing the metaphors of science and technology makes them sci fi
I think it varies by episode and series, but largely sci fi, though rarely hard sci fi. I think a story like Measure of a Man is clearly sci fi, but I think you could see time travel episodes or episodes where an alien culture is 1930s LA for some reason either way

I played Moses and Plato: Last Train to Clawville this weekend! I thought it was a fun mystery. The art and voice acting are especially noteworthy. There were enough plausible red herrings in the plot that I doubted myself on the solution until they started falling away. A definite recommend!
