This is an obvious point, but cannot overstated. There is an enormous difference between deporting someone - where they get off a plane as a free citizen in their home country AND FUNNELING THEM INTO A BRUTAL PRISON FROM WHICH THEY HAVE NO CHANCE OF EVER EMERGING!!!
In light of the severity and scope of these abuses, I respectfully urge the International Criminal Court to open an investigation into whether crimes against humanity have been committed on the territory of a State Party, pursuant to its mandate under the Rome Statute.
The cumulative effect of these abuses constitutes a situation that may rise to the level of crimes against humanity under Article 7 of the Rome Statute.
Since its operation began, there have been hundreds of deaths attributable to malnutrition, untreated illnesses, and acts of violence perpetrated within the facility.
Human rights monitors have further documented the use of torture and cruel, inhuman, and degrading treatment within the prison.
Many detainees are reportedly held without due process or formal charges, in violation of fundamental international legal standards.
Available evidence indicates that individuals held at CECOT are subjected to inhumane conditions, including severe overcrowding, routine physical abuse, deprivation of food & potable water, denial of adequate medical care, & obstruction of communication with legal representatives and family members.
Credible reports from international human rights organizations, including Amnesty International and Cristosal, document grave and systemic human rights abuses perpetrated against detainees within this facility.
We submit this report to formally request that the Office of the Prosecutor commence an investigation into possible crimes against humanity occurring within the territory of El Salvador, specifically at the Terrorism Confinement Center (Centro de Confinamiento del Terrorismo, CECOT).

I am doing some research this morning. Even though the US is not a member of the ICC, there are exceptions to the rule that non-member states’ citizens are not subject to ICC jurisdiction.
