The Statue of Liberty Crown Experience (climb up the stairs and look out the crown's windows) says anyone under 17 must be accompanied by an adult, but anyone over 12 will be charged as an adult.
So the definition of 12-16 is "an adult in need of an adult"
I've said it before on twitter years back and since, and I'll gladly say it again now, if you do not support the internet archive you are a complete enemy to the art of preservation and to libraries on a greater scale
