I suspect it’s a mix of lower firearm availability and departmental policies restricting stuff like shooting at vehicles, warning shots, etc. Crime doesn’t appear to be the main story given chart’s muted 80s-90s increase relative to 70s peak.

+1. Actual MC option I had: “once or twice in a career” ???? And ~ stuff in consulting, tech reviews to rate and receive top marks. Any deviation from BEST = 🚩. Even MORE useless since you rate employees and peers and supervisors all in the same perverse incentive structure.
