Why can't we have nice things?
Some variation based on study. In studies where only very low nic cigs were available, you see reductions in CPD, some increased quitting. This one (w/ noncombusted access) shows uptake of noncombusted products + fewer CPD and more smoke-free days (www.thelancet.com/journals/lan....

Clinical trials data show that if you reduce nicotine to a low enough level, it's essentially impossible to smoke enough cigs to get the amt of nicotine that smokers are looking for. You see initial compensatory smoking, but it doesn't last long and they give up on it, and then you see reductions.
