This is a common business model, the city is doing what many commercial businesses do. They should be able to meet the July 2026 timeline in the OB3 for solar credits. And the risk of flat electricity rates is pretty darn low. Overall I support this approach.

Its happening! California cities including Menlo Park, Sunnyvale, Palo Alto, and Mountain View have adopted smart new policies to encourage heat pump upgrades when air conditioners break. The goal? Lower bills, cleaner air, and reduced climate pollution. ⚡🔌
