It was a pretty outlandish decision, but I could honestly forgive it if they took that seriously and did something with it acknowledging what a disaster it still was. Instead we got Falcon and the Winter Soldier’s vague stab at that then nothing else.

I actually think this is a bit of a myth. Domestically the Presidency gets stronger because of the administrative state and fiscal federalism. So FDR + the New Deal era. And internationally it’s more WW2 itself and the US taking on the role of global hegemon.
