The problems are two: turnout is often lower, so a 60% MVAP can win with low turnout but might not statewide. And, as mentioned, incumbents who love easy campaigns. Both are worth overcoming, but it's hard to get people to vote against the system they got elected under. But if struck down....

It is possible to design in a lab a state where voters are so polarized and minority distribution is so concentrated that that FPTP will elect more minority reps than PR. But it doesn't happen even in the South, and this means more elected, as voters are often well spread out. And can't gerrymander.

The smallest current VRA state in Congress is MS with 4 (excl HI/NM). If one district was 50.1% min and the other three were 0%, that's 12.5% statewide, and the droop quota is 20%. So you only need 7/87 voters to vote with the minority, easy enough. But other districts aren't 0% minority, so easier.

Sure, I'm just saying that MMP has malapportionment potential (see QC version of it c. 2019), plus the ability to make a second party for the list to get more seats, while STV has RCV so need to research a lot to rank everyone. Over the years I'm more and more convinced by simplicity.

I agree there'd be a political push for that, but I can't imagine a party would ignore that on a list. If a party's Ontario contingent only had people from Toronto at the top of the list they'd suffer around the province.
