Personal news 🧵 I am stepping down from my role as Chief Executive at Generation Rent UK in July.
Leading the organisation over the last three years has been unbelievably rewarding, and I’m immensely proud of the change that we’ve achieved together. [1/6]
We also think landlords with lots of properties should have to pool the cost caps across their portfolio so that more homes can be brought up to a good standard.
Exemptions need to be closely monitored for abuse, along with the effect of conservation area rules on fuel poverty
Our recommendations include limits on rent rises based on the lower of wage growth or inflation, so no renter is faced with a sudden unaffordable hike.
Renters in homes that fail the new standards should also be able to claim back rent to compensate for the higher bills.
The new Renters' Rights Act will make it easier to challenge rent rises, and the tribunal will apply discounts if the property is substandard.
That means renters in poorly insulated homes could benefit, but leaves renters in improved homes exposed to an unaffordable hike.

Tougher Minimum Energy Efficiency Standards mean lower bills, lower emissions and reduced reliance on fossil fuels.
But there's a risk landlords could cancel out bill savings with a rent increase

Under the government plans, with a £10,000 cap and a suite of additional exemptions, nearly 600,000 households would remain in fuel poverty.
The government changes mean landlords must spend up to £10,000 to bring properties up to Band C by 2030, which could include insulation, solar panels and heat pumps.
But a range of exemptions mean that fewer than half of the 993k renters in fuel poverty will be lifted out of it.
42% of renters told us they regularly struggle to pay energy costs, having to cut back on other essentials or take on debt.

Nearly half of private rented homes have an energy efficiency rating of D or below, meaning they're more expensive to heat, and more susceptible to damp and mould.
