I mean, ignoring that this reply isn't really related to claiming "mangaka," who's to say this person isn't inspired by specific artists?
Even so, anyone can tell you that a huge amount of JP comic artists share some sensibilities, so it makes sense that one could draw on those, even unconsciously.

Is there really a difference in this distinction? If an artist is heavily inspired by manga, who cares if they claim the label? I don't see the point in getting pedantic about "manga" vs. "comics," aside from fetishizing "thing, Japan" and perpetuating the contempt the Western industry showed manga
