For context - this is costing us approximately a quarter of the cost of the children's hospital. A building which will serve every child in Ireland and last decades.

So often! And it's not always a person's first thought to go "from what" and also if you include that data it can throw author's preferred angle or newsworthy-ness. Another annoyance is using percentages when actual numbers are tiny or small comparatively.
