Doesn’t the US have the 25th amendment or something to deal with this?

I recently learned that a more robust version of the Citadis exists, the Regio Citadis which is a 70% low floor version. It’s used in Kassel Germany and The Hague. It was designed to run on mainline rail lines so has more robust wheels etc. Would be a good permanent solution to our problems.
