Johnson didn't fail vetting. Ministers don't get vetted.
All appointees as diplomats and civil servants must go through vetting. Ministers don't, though.
Worth noting that while Keir Starmer is being very indignant over proper appointment procedures, he appointed the current cabinet secretary through an expedited process *in the middle of the Mandelson scandal*.

It's absolutely despicable that Starmer thinks that our representatives are there to provide cover for him, and even worse that many supporr him in that. It's an abuse of the basic principles of democracy.

"Repeated questions were asked, whether it was by No 10 or indeed the Cabinet Office, in order to be assured that the proper process was followed in the appointment of Peter Mandelson" - Number 10 avoiding saying that Starmer asked. Because he didn't. And Starmer didn't follow the proper process.
I think it's important to note that by not following advice in the Mandelson appointment, Starmer put at risk the security relationship with the US that he claims is so important. How can they be confident Mandelson didn't leak anything sensitive to US interests? That's a diplomatic nightmare.
Starmer has admitted "inadvertently" misleading Parliament.
So he admits that he is incompetent and isn't aware of what is going on in his government.
But, simply put, he did deliberately mislead Parliament: he had no reason to think due process had been followed as he didn't bother to check.
Well, this means that Starmer can't claim he listens to civil servants, so a key plank of his defence - that Olly Robbins should have told him and he would have acted - is called into doubt.
