I have never seen it before, but it is a territorial dispute between 2 males, there was a second male about 1ft away who was also displaying

50 species including 8 Black Necked Grebes at @rspb.bsky.social St Aidens this morning.
Don't usually see Cettis Warblers and not seen this wing waving display before.
