Well after about 40 mins of trying, they put a camera down there, played animal sounds on a speaker to coax him out, but they just can't get to him. It was a valiant effort and the animal control people were very sweet about it. They really tried. Fox baby is just too far to reach.

He's really in a tough spot. It's a confined deep space and he seems to be trapped in a pipe or corridor that connects multiple drains. He's been running back and forth under there. Another neighbor can also hear him down the way. But animal control is trying, bless them
