wait i reread this a few times i think i get it now. innates are how many you can apply to one skill, while spares are spread out between all your skills
(every skill can have 3 one skills and 1 two skill, then you can add a spare on top of it, using a single spare module)

yes! i did finally find the text for this, and thank you so much for telling me how the spare modules scale with stats, as i'm missing that from the guide.
ONE last thing, promise. are (innate) modules per skill, or must you divvy them out between all your skills? apologies for the onslaught oops
