The kids scan their birth certificates. They get emailed automatically to every malware developer and scammer on the planet. Since nobody can comply with this bill without violating Coppa, and vice versa, we're all going to jail.
Also tons of NPPI of minors easily available to malware developers, whether the parents like it or not! You have to flagrantly violate Coppa to comply with this so-called-parents-decide act!

It works the other way in time for goods that can last over a year, such as candies.
