Let's just say the WFH people are administration vs everyone else.
I mean I can't really tell you without basically saying who I work for but they are significantly different roles, both of which are 100% necessary.
I work on site in an office doing desktop support and our company is top in it's field at least locally, mostly driven by people who work on site all the time at a high level. I'm not going to get more specific than that though.
It's because deep down they *know* full time WFH is less productive and can only keep up the facade if no one points it out. The thing is that non WFH also know this so it's a losing battle long term.

We have good management but we also don't pay the best and are famous for our benefits so it's more of a don't rock the boat situation I believe.
Also they love to make things the on site people's problems because they can't be bothered to come in. Oh you need me to stand next to something while you test it? How about you get out of your sweatpants and make the 15 minute trip into the office instead.
It may be job dependent but for the regular white collar offices workers that I work with you might as well not even show up on Monday or Friday, it's that bad. I talk to people who voluntarily are on site and they have the same opinion on it, which is why they come on site.
Is WFH good? Obviously! IMO the best situation is 3-4 days on site and then the rest WFH, but I do not believe at all that full time WFH is the correct solution for 90% of people. They just are not nearly as productive.
I'll say it over and over but as a full time on site person, full time WFH people are almost unequivocally less productive! They basically do no work on Mondays or Fridays.
