Non-statutory rural guidance from MHCLG or Defra is going to be marginal in influencing strategic authorities compared to statutory guidance on local growth plans (current version ignores rural areas) or national policies they are required to follow on spatial plans (again ignoring rural areas).
Debate on how to ensure strategic authorities don't ignore rural areas in the Commons yesterday on the English Devo Bill. Govt is promising non-statutory guidance instead of anything on the face of the Bill.
The problem is other key policies and guidance from Govt generally deprioritise rural areas.
