I am not surprised that there is no reference to rules-based international order in the European Council conclusions on the Middle East. They managed to even skip all references to the previous two weeks, including on the violations of international law by non-parties. #EUCO

It is easy to understand why the relevant Capitals will act outside the EU framework when it comes to subjects under "the Middle East" heading. The problem is that this will inflict on EU's actorness - having nothing to say and do on anything according to these conclusions. #EUCO
