I respect that Justin Trudeau resigned with class. It was obviously was difficult for him which likely delayed this inevitable turn of events. This does not minimize all he has done for this country. I hope whomever takes this role up deserves it and moves us forward as a country.

I think that he is voicing his no confidence by saying this rather than calling or participating in a non-confidence vote. Trying to get the liberals to handle it within. Either by an actual resignation or the party changing leadership. This is why he answers this question the way he does IMO.
