The only thing that might work is a shorter race. Say a fuel run is 40 laps. Make the race 120 laps so teams run all out for all 3 stages. Or you keep it longer but make it 4 stages.

Will that change anything? Cars will still coast until the last stop — whether that’s a 40 lap run or a 30 lap run. More pit stops may mix things up, but the racing will still be fuel saving until the last stop.

I don’t know that I see it. Tires don’t really matter, only fuel. Why would you 2 stop a stage that can be done in 1? Everybody will still be just cruising until the final stop — whether that final stop is in the middle of a longer stage or the stage break before a shorter stage 3.
