Kinas posisjon er at de ser det historiske i forhold til folketallet og vil derfor ikke forplikte seg til å delta med finansiering. Når vil de gå forbi EU i kumulative per capita utslipp. Uansett er det jo fort “game over” hvis alle holder på sitt.
