This is great! I'd say that a hack to a known limitation—"Nonconsecutively Paginated Journals", R16.5—is to enter those journal articles as magazine articles. Right? This goes for an increasing proportion of non-U.S. journals as well as some online companions.

OTOH, aren't gov't contractors able to impose contractual confidentiality obligations (to protect trade secrets) that defeat even FOIA? Maybe the question is whether a legitimate interest is furthered by the limitations, rather than deliberately overriding legislation for an unrelated reason?
