Igniers are also technology literally created from torture experiments. An entire tribe's most reliable way of "existence" is to just be tortured so that igniters can be created. Making igniters literally tools of destructive tendencies, the opposite of what this person is claiming.

So they can't be restraints on magic to prevent further magical destruction when the creators are unaware of how magic has led the worlds to destruction. You could only claim it's a side effect at best, but certainly can't say their purpose as a tool is to restrict magic.

On top of how in the early game all the NPCs show you how useful ingiters are since they allow you to do magic. It's not restricting someone's capacity to do magic; it's doing the opposite.

Technology can't be restrictive if it allows you to do something you couldn't do before. And it doesn't even work with how igniters exist in that world. With most people not being able to cast magic at all.

The more I think about this line, the stupider it gets and the more completely opposite it is to how igniters are presented in the world and their effect on society at large.
