Usually when a card's text refers to a specific hero, it triggers on attacking that hero, rather than just attacking. Only cards of the attacked hero will get affected.

Thanks for the question Sigma, Vigor in general can patch up a lot of Brute resource curve + previous resource constraints. BLU + Wild Ride now opens Club swing for example.
