A4 is the politicians' attempt to consolidate power for themselves. A4 would require citizen-led ballot measures to pass in EVERY congressional district (<5% of voters could cause a measure to fail). However, politician-referred ballot measures would only need a simple majority statewide to pass.

The Missouri Department of Mental Health and the state have failed to respond in the face of the worsening waitlist problem.

In 2013, the waitlist to enter a facility for treatment was 10 names, as of 1/26, the waitlist reached a high of 528 people while another 200 are waiting to be evaluated.
