We really have seen such a huge increase in cycling in East Oxford. These two green circled roads, running parallel, now have around 2.5k bikes per day.
Really recommend telraam traffic counters (community powered!) to track traffic.

In the 1984 image there is a road ahead leading into two archways under a school above it. Today the school remains but it is now two cycleways / footways running through the arches instead. There is a parallel pedestrian and cycleway crossing which is being used by dozens of cyclists

Definitely a choice. What Paris is doing about this issue isn't because they have so much money. It's because leaders there decided that people getting run over and breathing exhaust in front of schools was actually worse than car owners being inconvenienced. Sadly, authorities in the UK disagree.
