It probably just means the same as the 90s definition. Things are a bit more lax these days, including the law.
My generation now have total dependence on mobile phones. It's quite scary really. Thankfully my kid hates living life through a screen.
I expect this is what they're proposing. It wouldn't be safe to allow young girls and to some extent young boys to travel to and from school without any way of contacting people in an emergency.
The school has to have emergency contact details anyway. I'm thinking about smaller schools though. Might be more difficult for bigger ones.

Isn't it. Feel sad for her son though. Completely alone and in a work house at 5. Likely shipped off to Australia or India. Heartbreaking.

One of the biggest problems with the education system IMO (alongside funding, which ruins everything when there's not enough of it) is that it's designed to produce obedient workers, not well rounded people.
Critical thinking skills in particular are ignored, while research skills are undervalued.
