Had similliar experience with some idling (without load) switching PSUs (notebook charger/phone charger). As their output capacitance gets discharged over time (leakage), it starts switching again to fill-it again and then enters some power-saving mode (not switching) until discharged again.
I can feel your backache! 😄 I had to get a pick-and-place machine—at least for those endless 100nF caps, 1M resistors, and the like 😉
