You are right. Too often, the state disciplinary authorities are ducking these grievances. We saw it in NY(Bove), VA, and Florida. There may be places where investigations are underway, but the disciplinary process is typically opaque so it's hard to know.

There is a clear ethics rule on this topic. It's within the disciplinary agency's jurisdiction. There is no reason for the State Bar to say that the court must address it...other than that the Bar does not want to touch it.
