So Florida will seemingly do nothing about misconduct by Bondi even though she is not required to be a member of any state bar to hold her position and even if she is convicted of a crime.

You are right. Too often, the state disciplinary authorities are ducking these grievances. We saw it in NY(Bove), VA, and Florida. There may be places where investigations are underway, but the disciplinary process is typically opaque so it's hard to know.

The disciplinary authority has abdicated its responsibility.

There is a clear ethics rule on this topic. It's within the disciplinary agency's jurisdiction. There is no reason for the State Bar to say that the court must address it...other than that the Bar does not want to touch it.
