I grew up in Belfast and 1 group was policed much more than the other. A lot of sociology/anthropology has been done on it. I have seen how this became a recruitment drive. It’s about being valued & wanted etc even if that is not the most prudent decision you make about life’s direction.

This is a way for those with a “nanny” or “au pair” get subsidised for a “servant” not just child minding! If the “nanny”, does anything other than just minding ie “cooking” etc, then they should be paid at the highest rate +OT for more than 8 hrs ie if work from 7am to 6pm = 11hrs & no lunch time!
