There's a lot of us who live uptown & have cars. We're in residential neighborhoods & have family in other boroughs. If I want to drive groceries to my elderly parents in Queens, I would have to pay $9 to go 1 block to get on the 59th bridge or drive to Brooklyn & come back into Queens over the bqe.

You're usually correct in your takes but...no. The zone is all of the island below 60th, not just midtown, (which would actually make sense.) Streets all the way east or west on are mostly not accessible by subway. This is a tax that disproportionately impacts the non-wealthy.
